You can speak to her to start the quest:

"Sorry, friend. I have no time to chat. One of my subordinates recently came across something very interesting. Something that could make our time in this dreadful land worthwile."
What was it? Maybe I can help.
"You? Can you even read Ayl—Never mind. You have the look of an adventurer, and maybe that is what I need more than another scholar. It was a stone fragment etched with Ayleid runes, found by a fisherman who claimed it washed up on shore."
That is an exciting find?
"It could be were I able to get my hands on the other fragments. Without them, this piece is useless. Still, the fact that the fisherman found it on the shore could be valuable information. Perhaps there are more ruins somewhere off the coast."
I'll look for them.
"Hm. Perhaps your interest is genuine. I will gladly accept your help. From the size and shape, I would say we need four more pieces. The fisherman claimed he was fishing off the western coast when this stone was found. The others might not be far."
What's so special about these fragments?
"Everyone knows the Ayleids left many secrets behind, and the more we understand about them the more we learn about what remains. Their language is part of this, and as the Ayleids migrated and split, variations of their language emerged."
And you're studying one of those variations?
"Correct. We already know there were cultural differences between the Ayleids of Cyrodiil and those that settled in Valenwood. Their language varies too, and is less understood than the more common Cyrodilic. Any writing we find here is significant."
You called this a dreadful place. You don't like it here?
"You mean this land of buzzing gnats, ticks the size of ponies, and Elves who look at anything with meat on its bones as a potential meal? Oh, no, I just love it here. Still, the research is what matters. I could really make a difference."

After retrieving the several Ayleid runestone fragments, you will need to find Eminaire.

"Is that? Yes! I can tell by the runes. The slight alterations in the design and structure is unique to the Valenwood Ayleids. I would be greatly interested in reassembling and studying this tablet if you are willing to part with it."
I thought someone might be able to make use of it. It's yours.
"How exciting! We still have much to learn about the Ayleids that settled here. I am most glad you sought me out with this."

For seeing her about the runestone fragments and completing the quest, you will receive a reward in the form of some money and Abaede Pauldrons. After the quest, you can ask her a few questions.

"Thank you. A find like this is incredibly rare. It could greatly advance our understanding of the Valenwood Ayleids and their unique dialect. I must begin translating immediately!"
