Indrasa Vadryon is a Dark Elf commoner who can be found in the city of Davon's Watch. You can find her at the terrace outside the Fighters Guild hall keeping a lookout towards the docks. Every so often, Riidras Avani comes by to visit. She cannot be spoken to.

Indrasa Vadryon: "Nothing since the residential quarter was bombarded."

Riidras Avani: "They're just over the wall, huh?"

Indrasa Vadryon: "If you see a ladder, run."

After completing the objective:

Riidras Avani: "Indrasa? What have you heard about the Covenant attack?"

Indrasa Vadryon: "Nothing since the army pushed them back."

Riidras Avani: "I heard the Hero of Bal Foyen helped them!"

Indrasa Vadryon: "Bal Foyen? That's the Argonian mudhole to the east, yes?"
