I found a journal on the body of Klaandor Axe-Bearer. It details his transformation into a vampire. Seems like he was looking for someone to kill him.

Detailed Walkthrough

Klaandor Axe-Bearer can be found staring out across the sea on the north coast of Rivenspire, at a small camp northeast of the Veawend Ede ruins. Said camp is an unmarked location but can be distinguished by the nearby Nord sailboat. He's a tough but manageable elite-level Nord bandit toting a battleaxe. Though he appears to be a vampire, Klaandor will not use any vampiric abilities on you. Once he is dead you can pick up Klaandor's Journal by looting his corpse and "using" the item, as holding it is not sufficient to begin the quest. Be aware that he will respawn quickly if the quest is not started.

"The blood-curse burning through my body matters not. Nor do I regret my coming demise. I regret only that I will never see Vyctorelle again. At least, I pray I never see her again."

"I pray someone slays me soon. To the one who does and reads this journal, I thank you … I have one last request. Take these words and the amulet I place in these pages to Vyctorelle in Shornhelm. It will break her heart but she deserves to know."

His journal speaks of his infection by the blood-curse and his pending transformation into a vampire. Klaandor also writes about his regrets and a final request for anyone that manages to slay him—to bring Klaandor's Journal and his Amulet back to Vyctorelle in Shornhelm. The woman you seek can be found behind Brea Knodel's House, in the southern half of the city.

When you find her, you will have a choice on how to break the news to her. Whether you tell her the truth or a lie changes her reaction text a little, but not the reward. If you tell her the truth, she is largely annoyed rather than mourning, decides to go off and get drunk, and says she will consider joining the Shornhelm Guard. If you lie and tell her that Klaandor will come back some point, she'll break off their relationship and decide to take up a trade at the smithy. No matter your choice, she will hand you some gold and Klaandor's Pauldrons.
