Bandits roughed up a volunteer near the Saltwalker Militia camp, and it doesn't sound as though the militia came out to help him.

Quick Walkthrough

1. Talk to Uhrih.
2. Investigate Saltwalker Militia Camp.
3. Talk to Captain Usnagikh.
4. Unravel Gudarz's history.
5. Report to Usnagikh.
6. Call out Gudarz with the arena drum.
7. Return to Usnagikh.
