Captain Jurard can be found hiding in the Keep's tower during the related quest, accompanied by one of Merarii's assistants, who is warding the door to protect the two of them from the spellplague ravaging the keep.
Her command received intelligence that Heimlyn Keep was a military outpost designated to the purpose of training mages. Her commanding officer was certain that this was the case, and began destroying the relics that the Keep's reliquary vault was built to seal away. In doing so, the officer unleashed the spell plague. Captain Jurard managed to escape the curse's reach by fleeing to the tower you find her in. She tells you all about how she came to Heimlyn Keep, and clearly regrets this mission.

"Here to kill me? I wouldn't blame you. But save this mage, at least."

"We received intelligence that this was a military training ground for mages. Clearly ... clearly we were wrong. My commanding officer was so certain. She was the one that began smashing relics. She was the one that unleashed the curse."
