Enter the city and you'll hear a commotion:

Mulzah: "You can't lock us out of our inn! That's … tyrannical!"

Captain Nulra: "You should have thought about that before you helped the enemies of our king. Now get out of my way before I toss you in a cell, too."

The captain will walk off without another word.

Mulzah will let you know that she's been kick-out of her own inn. You ask if you could speak to Nulra and she'll indicate where she meets. Go there and you'll overhear:

Captain Nulra: "We have the traitors. Now we need to eliminate the remaining loose ends at the inn."

She will be in no mood for a discussion, however, and will attack on sight.
