A Fortress Excavator.

Fortress Excavators are Factotums that operate in The Radius. They can be found south of the Mnemonic Planisphere or at the crossroads west of the Sanctuary Wayshrine, usually in pairs.

They were presumably constructed to excavate the terrain of the Clockwork City using shovels. Sometimes one factotum can be found by the roadside activating an inactive model before they both march off and start digging together. Fortress Excavators are also one of the few factotums found outside of the Brass Fortress that are non-hostile.
