Jofarr is a Nord drunkard found inside the Hall of the Dead located beneath the city of Windhelm. After the quest, he'll be stumbling and dancing near the fountain in Windswept Stalls.

Speak to him again and you'll just get:

"Woo-hoo!"

You'll now need to lead him and Borald to Nivene. Nivene is by far the most level headed and sober one of the group and she'll tell you she can lead the boys out from there.

Nivene Orthil: "I should think you've gotten quite enough of running blindly into draugr-filled caves. Let's get out of here."

Borald: "Oh, yes please. Let's do get out of here."

Jofarr: "But, I wanted to punch a draugr!"

Nivene Orthil: "Jofarr, outside is where they keep the mead."

Jofarr: "An excellent point. Let's be off, then!"

Nivene Orthil: "Well, that was easy. Come on, Borald."

Borald: "At last!"

At the market stalls, you'll find Jofarr alone, drunk, dancing, and happy:

"Ten cheers for King Jorunn! Ten drinks for Jofarr!"
