Leaps-Over-Thistle is an Argonian found at the Brass Fortress. You can find her outside the entrance to Slag Town working on her inventions.

"Another newcomer taken? I erect the spine of sympathy. I know Baldan to be cruel and uncompromising, so this comes as no surprise.
I can make inquiries if you wish. I know Slag Town well. Unfortunately, I would need a kindness from you."
What kind of kindness?
"I need an animo core from a verminous fabricant. One of our filtration units went silent again, so I must complete this task quickly. If you acquire the animo core, that will give me time to ask after your friend.
Will you do this for me?"
All right, I'll find your animo core.
"You have a well-oiled heart, my friend. The fabricants lurk in the ravine just outside the main gate. Just be careful. Those verminous beasts can rend you in two in the flick of a spring.
I should have news for you by the time you get back."
Sorry, but I don't have time for that.
<Ends conversation>

If you agreed to help her she'll say: "I will ask after your friend. In the meantime, I hope you will honor our arrangement." Find an animo core and return it to her:

"Hist be praised—you've returned. Do you have my animo core?"
Here's your core.
"Thank you, my friend. Your kindness warms my scales.
Unfortunately, I have grave news. I fear your friend has been thrown into the Mechanical Fundament—a maze beneath the city. If she is not dead by now, she soon will be. You must hurry."
"You must hurry. This friend of yours needs help—that I can guarantee."

If you have started the quest Fuel for our Fires with Razgurug, she'll say:

"I hear Razgurug asked you to help us skim synthetic oils out of Sotha Sil's waters. I thank you for your assistance.
Do you have any questions?"
Yes. Could you tell me more about how this oil is used?
"Of course.
We use scavenged alchemical tools to filter out clumps and impurities. Once we distill the remaining fluid, we add it to other substances to make many important things—fuels, lubricants, even cooking oil."
Is this oil dangerous?
"Dangerous? I suppose so. But even clean water can kill a dryskin when it fills the lungs.
This oil is everywhere—in the water, in the machines, likely in our blood also. I would not trouble yourself with worry."
Where does this oil come from?
"That is a good question. The Clockwork God's machines belch smoke like a peat bog belches gas. And the metal-men bleed oil when wounded or left to rust.
Eventually, all moisture makes its way to the sea … or cisterns and ravines, in this case."
Razgurug said that you invented this skimmer.
"I did. Life in Slag Town makes inventors of us all. Ironic, since many of us fell into poverty because we did not invent enough.
The Apostles will tell you that creativity is the greatest virtue. In Slag Town, it is not a virtue. It is a necessity."

After the quest, she'll say:

"The machines choke and wheeze less than they used to—as do the people. We have you to thank.
May you find still waters below and calm winds above, my friend."
