You must find him after collecting the pieces of Saint Veloth's Reliquary. If you have also completed The Wounds in the World, he'll greet you with:

"It will take time to deal with the Daedra that came through before you closed the portals. We'll be busy for a while, it seems."

Otherwise he'll say:

"Beware! Daedra assail this humble shrine."

Either way...

I have several pieces of Saint Veloth's Reliquary.

"Saints bless you! But we have an even bigger problem.
In all the chaos, we just discovered that the Saint's holy skull is missing. One of my priests saw a daedroth carry it off. We must recover it!"

I'll find Saint Veloth's skull.

"Acolyte Hlen's on the trail of the daedroth that took it. I saw him follow the thing toward the western crypts.
Now please hurry before that beast damages our holy relic!"

After closing the portals during The Wounds in the World:

"It will take time to deal with the Daedra that came through before you closed the portals. We'll be busy for a while, it seems."

After collecting the skull but before placing it with the other reliquary pieces:

"I think we have all the pieces. Place the skull with them to restore the reliquary."

After rebuilding the reliquary:

"Please hurry to Eidolon's Hollow and put a stop to Magistrix Vox's madness."
