You'll find Rhorlak outside Davon's Watch at the palisade where he'll have one of two greetings. If you've helped out Holgunn in Davon's Watch:

"Welcome to what used to be the front lines, soldier. Something very strange is happening out here.
I'm just a grunt. And not a very smart grunt, at that. Maybe you can sort things out for me."

If you haven't helped out Holgunn:

"Keep it short, stranger. I've got a skeever's nest of problems on my hands."
What's the problem?
"Problem? I've got a battlefield full of ghosts! Sprung out of the ground like corn in the month of Mid Year.
They killed those Covenant bastards, which is great. But how do you kill what's already dead? My mages can't even agree on what to do!"
What do you want me to do?
"I've known Furon and Reesa for a while now. I respect them both. I just need to know which of them has the better idea. Start with Furon, then talk to Reesa. Hear them out and do what they ask of you.
When you've decided what's best, let me know."
I'll give you my decision soon.

You can ask him more questions.

"I'll be honest, I wasn't sure what I was going to do out here. Thank you, traveler."
You mentioned Covenant soldiers?
"Yes! Damned skeevers snuck around the city and came at us from the wastes to the north. Damned good strategy. Hit us from this side, and by sea, and squeeze the city in the middle. Hope Holgunn and his troops are holding up."

If you helped Holgunn One-Eye previously, you can add:

Holgunn is fine. I helped him stop the attack on Davon's Watch.
"Damn but that's good to hear! Drove those Daggers back into the sea, eh? Heh, good work! As soon as we get these things dealt with, I'll buy him a drink. Maybe introduce him to the Fish Stink down on the docks."
Where did the spirits come from?
"Do I look like a Telvanni mage? I have no idea. Furon said something about … Climber Elves? I guess the Dark Elves used to be really good at scaling mountains?
Look, just ask him and leave me to the soldiering."

Speaking to him after talking to Furon:

"If Furon's plan works, we'll have a defense like the Covenant has never seen."

Speaking with him after bringing a bound Chimer spirit back:

"Furon's experienced, and his brother is clever. Any ideas they have are worth considering."

Before speaking with Reesa:

"I'm not saying I understand Reesa, but if she has a plan, and you think it's a good one, try it out."

After speaking with Reesa:

"Reesa's got Argonian ways that don't always make sense.
But by Shor's bones, she always comes through when the battle gets thick."

Speaking with him before talking to Reesa:

"I don't understand any of this. Do what you must."

After speaking to both Reesa and Furon:

"I need a solution. Stabbing spirits gets us nowhere. Any ideas?"

Exiting conversation an entering it again:

"Have you made your decision?"
I've made my decision.
"Well, it's all beyond me. I'm just another sword–swinger. What should we do?"
Furon's right. We should enslave the army.
"Those two are smart, and they're tough as trail bread. I'm sure their idea is sound.
Talk to Giron. Best get on with it."
Yes, Sergeant.
"I don't understand Furon's plan, but you shouldn't keep him and that clever brother of his waiting."
Reesa's right. We should set them free.
"Well, maybe enslaving the dead's not the best idea. That Scaleback sees the world differently, but she's seldom wrong.
Let Reesa know. She'll tell you the rest.

Yes, Sergeant.
"It's a good plan. Can't say I like ghosts anyway."

If Furon's plan was chosen:

"You're no milk-drinker, friend. It took steel to go out and do that.
With those bound ghosts, Davon's Watch won't fear an invasion again."

If Reesa's plan was chosen:

"You've got steel in your spine. I see why Tanval trusts you.
It's a damn shame giving up an immortal army, but the walking dead always spook the men."
