Steward Seden is a Dark Elf scholar and member of House Telvanni who can be found in the tower in Tel Mora. He is suspicious of Adept Bilotan, and Adept Bilotan is suspicious of him, due to events they describe happening during the quest "Reclaiming Vos."

"He went outside, complaining of a smell no one else can sense. It's a convenient excuse to meet with his contact, if you ask me."

After Reclaiming Vos:

"Treacherous Hlaalu. Trying to poison us with our own fungus, of all things! They couldn't manage that without someone on the inside.
I'm going to hound that adept's every step until I have my proof."
