Tobias is an old friend of Cyrus, and the former captain of their mercenary crew, who is temporarily staying in Stros M'Kai at the Draggin Tale Inn. Cyrus received a letter from Tobias which led him to the island in search of his sister.

Talking to Tobias reveals a wealth of background information about Cyrus, the civil war in Hammerfell, and the rise of Tiber Septim's Empire. After he and Cyrus parted ways, he became a merchant, and this occupation eventually brought him to Stros M'Kai. Knowing Iszara was a loyal Crown, he feared for her safety and asked about her whereabouts at the temple. There, Brother Nidal told him she was missing. While on the island, Tobias became well acquainted with Dreekius, the Draggin Tale's barkeep, who smuggled the letter out of Stros M'Kai for him.

He will leave the tavern after the quest Contact the League on the boat docked at the harbor's east pier. If you asked the topic "Leaving" before then, Dreekius will give you 47 gold he left behind.

Tobias was born in the Colovian west, near the battlefield of Sancre Tor. His Nordic father, Borgas, had served as the captain of the House Guard of Far Falkreath Estate, a merchant family with ties to the Holds of Skyrim. Borgas eventually married a Colovian daughter, but died in the Sack of Old Hrol'dan scarcely two years later. Tobias grew up with stories and romantic notions of his "father's fair Skyrim," a land of savagery and battle far different than the relatively civilized Colovian west. As soon as he could, he traveled to Haafingar to serve as a marine in the Longboat Legions of the Wulfharth Heirs. Ultimately, he deserted the ranks and became a smuggler, working the runs of the Iliac Bay. At Sentinel he met Cyrus, a Redguard lad who had long dreamed of leaving Hammerfell to sail the seas. When Cyrus killed Iszara's husband, Tobias took him in....
After the Raid on Tear, Cyrus and Tobias went their separate ways, keeping in touch only through their mutual fixer, the khajiit S'rathra. Tobias' most recent message to Cyrus comes from Stros M'kai, the island principality where the Redguards fell to the Empire, and where Iszara had relocated to after Baron Volag's Purge of the north.

"Your family's always been partisan, lad, since your early days in Sentinel. I ventured she still held her old allegiances even if you haven't.
"Few Crowns in Stros M'Kai survived the battle with the Imperials, but I know Iszara was one of them."
"How?"
"Hearing of the defeat of the Crowns caused me much concern. When I arrived, I searched for word of Iszara's safety.
"The only ones here who knew of her said that she had disappeared shortly after the Imperials landed."

"I see the harbor is already arrayed in the flags of the Emperor, and that his men walk the streets as if born to them."

"My investigations were limited, I'll admit. If she fought I can't say, but I would guess that she did.

"Meaning why aren't said soldiers in little boxes at the foot of the Palace gate? Because I didn't come to port to get myself in trouble, but to get your sister out."

"What was Volag's purge?"
"When Thassad died, Baron Volag led the Forebears into an uprising for control of the capital. All Crowns were forced to leave Sentinel after that first massacre.
"Your sister was among those that followed the Prince here to Stros M'Kai to plan the counterattack. I swear, Cyrus, are you always such a lamebrain when it comes to word of recent Hammerfell?"
"I've...come to cultivate a certain indifference about the homeland --"
"And this is a good thing?"
"So his character is in question. Again."
"She was your sister, Cyrus!"

"A proximity often and on purpose, I'd suspect.

"Good looks. The Catacombs let out near the harbor, and they seem to sprawl for miles. I didn't see any dragons, though."
"It must have returned to Cyrodiil."
"From starvation, I guess. There's no one left in the League to feed it. They're all in good hiding somewhere here in Stros M'Kai. And Iszara is with them."

Unused Dialogue[edit]

A subtopic of "Civil War" named "Miles Away" would have appeared between "Sentinel" and "Volag's Purge", but the variable that enables it is never set:
