Linked to Forsworn Conspiracy quest? Why?

I've read The Forsworn Conspiracy quest page, and I see no reason for having Hogni Red-Arm tied to that quest. Unless I missed something, he isn't even mentioned on that page.

(As background info, I was reading up on certain NPCs to see who had quests available, as I'm going to fail The Taste of Death quest by saving Verulus. Just wanted to help some NPCs before being forced to kill them. Hogni is one of Namira's dinner guests, and the info on his Wiki page makes it look like he is needed during The Forsworn Conspiracy. He's not vital for the quest: he is ONE of the several NPCs you can ask about the Forsworn in its early stages. The early stages in question start the first time you enter Markarth - you will have to kill Weylin, whether or not he has managed to kill Margret first, before you ever have the chance to meet Brother Verulus. All the other comments he might make on the quest's status are just that - comments - which serve only as a recognition of which stage in the quest you've reached, and which side you took (Forsworn or Thonar) in the final fight.
