Stuck perpetually

In all of my playthroughs yet, Sifnar seemed to forget his routine and stay indefinitely on the stairs to Wuunferth's Laboratory. I haven't found out what causes this, but it happens with a vanilla installation as well as with a fully modded one. Teleporting him to the kitchen manually seems to get him back into his routines.
