Karija is a Khajiit (raised Argonian) who is currently based in Windhelm. He is in Skyrim to investigate the Argonian legend of the Tower of the Nine Claws.

Atatar

Circa 4E 176, the Argonians conquered southeastern Cyrodiil (Blackwood), claiming it was theirs after studying the line of Ayleid ruins (Arpenia, Atatar, Welke, Wendelbek) and concluding they were outpost towns to keep the Argonians out of the Ayleid domain. the Argonians conquered Blackwood with no casualties, as Imperial force was minimal thanks to the Great War. Rather than constructing entirely new cities in Blackwood, the Argonians decided to build theirs around Ayleid ruins. The capital of the newly formed Blackwood province became Atatar, with Wendelbek as a "port" to mainland Argonia. Karija may have been Khajiit, but he grew up in Atatar, not Elsweyr.

The Nine Claws Tower legend

Karija is currently in Skyrim to research information about the legend of the Nine Claws Tower in Helstrom (Argonia). The tower is locked with an odd mechanism that requires nine Akaviri dragon claws to open. His research shows that all nine claws have ended up in Skyrim.
