Early drafts of ESO's main questline suggest the Staff of Towers played a key role and was called the "Balac", meaning that both staves were one in the same. Though this element was ultimately cut, the Staff of Towers appears in this Chapter as an entirely separate artefact. This can also suggest that this questline served as a pseudo-prequel to the Staff of Chaos's.
