You might have already worked this out since 12 April, but I don't think your comment on Oblivion Talk:Security is correct. You shouldn't be able to do the Nocturnal quest until level 10, and the Skeleton Key isn't levelled, it's a +40 Security unbreakable lockpick at any level (above 10).
