The Cloaked Man is a nameless Dark Elf commoner who can be found outside of Fire and Steel in Chorrol during the Special Deliveries part of the Gold Horse Courier Service quest. He appears only long enough for you to hand him a package before vanishing.
He wears a black hood, dark shirt, black wide pants, and buckled shoes. He is armed with a steel dagger and carries a moderate amount of gold.
