Detailed Walkthrough

Desperately Devout

After helping Adius Vilius retrieve Count Desilus Carvain's Akaviri antiquities, the guard captain will once again ask for your help in dealing with a tricky situation. A group of Talos worshippers has set up camp in the far eastern reaches of County Bruma and have been preaching openly in support of the ninth divine. Adius makes it clear he doesn't have a problem with this at all, but is worried the Thalmor will arrest them in line with the White-Gold Concordat and send them to the infamous Blue River Prison. He asks you to convince the worshippers to lie low for a while for the sake of peace in Bruma.

The worshippers' camp is in the very far east of the county: from Bruma, head to the Eastern Watchtower and then take the road south, pressing on past Toadstool Hollow. Once you arrive at Greenwood, head east and cross the river using the wooden planks over the ruined Ayleid bridge. The dirt track on the opposite end carries you past Anga and a minotaur camp. Keep pressing east, past The Beast's Maw and Lakeside Retreat, and along the lake road heading east. Follow this as it winds up the mountain face to the north and then head east at Silver Tooth Cave. At Sedor take the southern road and follow this past an unmarked Nordic ruin, turning south at Gutted Mine.

At the camp, the worshippers' leader, Aera the Devout, is not happy when told that Adius wants the group to lie low for a while. She complains that the captain had always been tolerant and is confused by his sudden change of heart. From here you have three options. If your Speech skill is 50 or higher, you can persuade her to tone down their worshiping for the sake of Bruma. With a Speech skill of 75, you can even persuade Aera to give up Talos worship entirely. Alternatively, you can just tell them to carry on as they are.

Once you're done talking, Adius will show up at the camp and briefly talk to Aera, before turning to you. His disposition will be happy or annoyed depending on your exact choice, but he will still reward you with some leveled gold regardless.

Notes

• Despite the relevant quest stage, it is not actually possible to kill all of the worshippers, as Aera is marked essential.
• You can also choose to report the worshipers to Armion. He confirms he is aware of their existence and reassures you they will be dealt with, while taking no further action at this stage.
• Make sure you're happy with the choice you make here, as it will have a profound impact on Adius's fate in Service Rewarded

He thanked me for my aid in helping them to see reason, but, in the end, Adius wondered whether or not we'd made the right call. The consequences of our actions may yet be seen in the weeks to come.

I decided that the best course of action was to convince them to stop worshipping Talos entirely - a step above the course of action Adius recommended. While I didn't do as he asked, and he seemed somewhat guilt-ridden at the thought of forcing Aera and her followers to put a moratorium on their beliefs, he ultimately agreed that I'd made the best call to guarantee the long-term prosperity and independence of County Bruma. The consequences of our actions may yet be seen in the weeks to come.

Against the recommendation of Adius, after speaking with Aera I decided not to press the issue and to allow them to continue worshipping Talos. When confronted by Adius he seemed concerned about the future of County Bruma following my decision, but also equally relieved of the guilty conscience that was sure to follow - the guard captain clearly doesn't like to enforce the White-Gold Concordat, and it seems my intervention gave him the opportunity to avoid doing this, for now.
