I don't think the subtitle of this lorebook should say 'western Skyrim'. Even if the 'w' is not capitalised, we risk confusion with the Kingdom of Western Skyrim, which at this time encompassed Haafingar (Solitude), Hjaalmarch (Morthal) and Karthald (Karthwatch). Although Eorim's Tale doesn't make clear where the Stormfist clan resided (only mentioning that Fildgor came from the 'east', went to the 'west' and met the Gadof who was 'on the road to Whiterun Hold'), Lore:The Stormfist Clan is unambiguous: the Stormfists were 'of Whiterun Tundra' (later repeated as 'its tundra-lands'). At this point in time, Whiterun Hold appears to be neutral territory that is not in the hands of either Western Skyrim nor Eastern Skyrim. Geographically speaking, it is located in central Skyrim rather than 'western' Skyrim. Note that Eorim does not say in which direction Fildgor was going when he saved her brother Gadof; it was Gadof who was 'on the road to Whiterun Hold', and Fildgor could have come from any direction (but likely 'from the east', as Eorim writes, but that could be just birthplace instead of recent place of departure). The only implication is that this incident did not happen in Whiterun Hold (nor in Eastmarch), so the most likely place would be somewhere on the road between Windhelm and Whiterun in The Pale, which is in northeastern Skyrim (but apparently not controlled by either Nordic kingdom either), not 'western Skyrim'.
