After the events of recent days and the admission of the Imperial Council that it can no longer guarantee the safety of the citizens of the Empire on its own, our reporters have gone to look for information about our "new protector".
In response to our critical reporting, the competent Imperial authorities were not particularly cooperative. Still, it could be determined that the official bodies have very detailed information about the new group. We were able to find out that the paramilitaries are followers of a religious order that has supposedly existed for a long time, but so far only acted in secret.
So can we assume that the safety of the Empire is in the hands of non-believers in the Nine Divines, fanatics who have possibly secretly manipulated imperial politics for years? Then you can probably assume that the Imperial Council only worsens the situation of the Empire. The chancellor should seriously ask whether the Empire is on the right track!
The Black Horse Courier will not cease to discover the background of these developments and bring light into the dark past of this order. Currently, several of our editors deal with the study of historical records of the Imperial court scribe, which have recently been released for public inspection.
If the particulars of the officials agree, and actually have often worked together successfully in the past with this group in secret, then maybe we can find documents about it that contain perhaps further information.
As always, the latest developments will be published in the next edition, because you have a right to know to whom the Imperial Council has sold your safety!

The last few weeks have been very eventful for all citizens of Cyrodiil. The reporters of the Black Horse Courier researched for days without sleep to gather together as much information about one of the topics that have captivated us the most: The question of the new presence of a seemingly ancient community in the Empire.
A review of the Imperial court scribe's recently-released documents, formerly classified as secret, was amazing: almost 300 years ago, a delegation of monks came over the sea from the distant lands of magic, also referred to as the "Namadash". This small group of spiritual men managed to make their voices heard by the then ruler Katariah.
In subsequent years, the Empress always set greater confidence in these men and allowed them to establish their order in Tamriel. She even supported the monks in this endeavor and admitted them to live and act in hiding. For a long time only the Empress and Elders knew of the existence of this community, which grew steadily.
What prompted the Empress to put such great faith in the foreigners and so easily give them the privileges of a secret society, it is not clear from the records. Even if it is not for us to question the actions of the great Katariah, there remains an unpleasant aftertaste.
What we are to do now with this community that simply calls itself "The Order"? Is it a blessing to us in times of need? Or will it prove to be a curse that further destabilizes the balance of power in the kingdom? To clarify this, this Black Horse Courier reporter has done research in old records on the way to meet these people in person. For this purpose, he toured the entire Imperial province in the footsteps of the Order.

ON THE TRAIL OF THE ORDER
A short documentary
The search for the Order led the Black Horse Courier reporter through the whole Imperial province. Again and again they met with witnesses who have already had contact with the Order: Simple villagers and farm workers who had been helped by the Order in different ways. It drew a very positive sentiment regarding the Order in many parts of the province.
Finally, the reporter reached a branch of the Order, well hidden in a grove located on the Niben. There they received him, offered food and accommodation. They were friendly and courteous and told us a lot about this amazing community. Nevertheless, we were asked to visit the headquarters for an official statement.
Thus, the stronger of the good hospitality reporters made their way into the Valus Mountains, where the headquarters of the Order should be. Some of you, dear readers, should know the Valus Mountains. But you do not really know. When you climb up the paths now, you may enjoy an entirely new impressive sight: Out of nowhere, a gigantic fortress has now appeared.
Where did this structure come from so suddenly? It's not that it was built overnight. Rather, it has been standing for more than 200 years on the flank of the Valus Mountains, but the Black Horse Courier has brought it to light. Only their presence has so far been covered by a magic that they successfully hid from the eyes of the ignorant. This magic is now dried up and we have now clearly demonstrated the result.
Why the Order decided to go public after all these years of concealment, we hoped soon to clarify. The reporters of the Black Horse Courier went into the fortress of the Order with these and many other burning questions. But access for foreign orders is allowed only in a small area, the "Hall of Strangers". The actual fortress may not be entered. So for the time being the reporter decided to stay in this hall, a kind of hostel, which operates at its gates.
What comes next in the mountains to the Order you will learn in the next issue. It includes an interview with a senior member of the Order, which provides an exclusive insight into the life of a once close-knit secret society.

EXCLUSIVE INTERVIEW
with Elias Heldar, Steward of the Order
At the request of the Black Horse Courier's reporter, Brother Elias Heldar agreed to answer questions in the Order's fortress. After Heldar had been given permission by the Order's central administration, the conversation could start in front of the large open fire in the cozy "Hall of Strangers".
Black Horse Courier: Master Heldar, we are pleased to have an opportunity for this interview. Our readers would like to learn more about the Order firsthand. For this we thank you.
Elias Heldar: The pleasure is all mine. The Order also wishes that the people of Cyrodiil understand it better and have no unnecessary fear of it and cherish its members. We hope that this conversation will help.
Black Horse Courier: Let's start with a very basic question: What is the Order all about? And why are we only now learning about it?
Elias Heldar: To put it briefly, the modern Order is a mixture of elite group, community of faith and paramilitary fighting force. In the early years, the spiritual was clearly central, and life in seclusion served our isolation from foreign influences. Later, the combative aspects increasingly gained in importance, but the services of the Order are not open to everyone and there are strict rules by which we intervene.
Black Horse Courier: You have, however, expressed this in very general terms. Can you perhaps be more specific? How does the Order operate exactly, and how is such a large organization funded?
Elias Heldar: It has never been hard for the Order to break even. This is due to the modesty of its members and the modest wealth that has accumulated through the generosity of its patrons. As for our activities, the Order has performed primarily humanitarian missions in the years of concealment and provided for victims of war or natural disasters. In recent times, we realized that indirect support alone cannot cope satisfactorily with some crises. As part of the Order's renewal, the military aspect came to the fore. The Order's troops are sent to combat operations if the Order's leadership is convinced of the need.
Black Horse Courier: For whom the Order is working now?
Elias Heldar: As a of the realm-sponsored association, Order is in the service to the Empire. In the past we regularly received orders from the Imperial family, but the Order also always operated independently. Since the end of concealment we want to be there without exception for everyone and anyone who can come to the Order with their concerns. However, we cannot promise any help, as our options are limited.
Black Horse Courier: It sounds as if the Order, a kind of private secret service of the Imperial House, would become a state within a state. Are there military and the official guilds available for the Order? Isn't there a lot of mistrust?
Elias Heldar: You are wrong. The Order had good connections to the Imperial family most of the time, but was never its instrument. The Order could always decide whether or not it accepted orders. We have never done anything that would violate our beliefs. Even today we do not see ourselves as a state within a state but as a charitable organization with many areas that tries to support the stability of the empire. We have already worked secretly together with the Legion, Mages and Fighters Guilds in the past without them knowing that the support comes from the Order. But it is true that with our contact some suspicion falls to the public looking at us. We hope to prove to all doubters with time that the Order has only the best in mind for the realm and its people.
Black Horse Courier: We are definitely eager to see what this new old company holds in the future for us. And the Black Horse Courier will always have an eye on the Order. We thank them for this insightful interview, Master Heldar.
