Jarl Jona the Ansei-Ender is a Nord Noble. Jarl Jona is part of the Nord Fire-Hand Clan, she became the Jarl of the Reach after the invasion of the Reach. King Barda apparently doesnt want Jarl Jona around Karthwasten, which is why Thane Fomir rules Karthwasten in her stead. Many people think her unfit for leadership because of her past as a village torching warlord.
