Avon Hlaalu is a Dunmer noble, currently residing in Almas Thirr. He can be found strolling around its plaza. His dispatchment here might be explained by the Temple's role in keeping the uneasy peace between Great House Hlaalu and Great House Indoril, with relations being fraught at present. However, supporters of Great House Indoril might as easily claim that he is here to expand his house's influence. The truth has yet to be revealed.
