The Thirteen Tenets of Magic: Legal Restrictions on the practice of Magickal Arts

Law the First: To Silence another is a crime of the highest nature. They who Silences another shall be Silenced themselves, their magick sealed and be condemned to the Deepseekers for a period of thirty years. Every six years, the Silenced must make a pilgrimage to the Sepulcher of Hrandeyl, until the Silence is lifted by Her will.

Law the Second: To Revert another living being without their permission is a crime of the highest nature. They who Reverts another shall find their magick permanently sealed, and be condemned to the Underworld as a member of the Deepseekers for a penitent crusade lasting no shorter than 14 years.

Law the Third: To use a Puppet for the purpose of torture is a crime of the highest nature. They who tortures another through their sympathy shall have their motions stripped from them for the period of ten years. The Torturer may be used as an experimental subject during this time.

Law the Fourth: To murder another Echmer through the use of Magick is a crime of the highest nature. They who slaughters another through the use of their magick shall be stripped of their strength for half a century, and sentenced to the Deepseekers for a period of ten years. Should they murder again, their magick shall be removed permanently, and they shall be cast into the Underworld indefinitely.

Law the Fifth: To consort with spirits without authorization is a crime of the highest nature. Those that incite possession and contact from the spirits will have their magick sealed indefinitely and pay penance at each of the Inner Sanctums of the seventy-nine Temples of the Witch Hunters.

Law the Sixth: To perform Magick for a price is a crime of the moderate degree. Those that charge for their services shall be stripped of their license for a period of five years and their finances seized by the Exorcist’s Order.

Law the Seventh: To perform experiments without a grant ordered by the Exorcist’s Order is a crime of the moderate degree. Those that experiment without permission shall have their license stripped from them, and their laboratory seized, and research destroyed.

Law the Eighth: To experiment on a fellow Echmer outside of for medical research is a crime of the moderate degree. Those that experiment as such shall be stripped of their license and incarcerated for the period of two years. Those that authorized the experiment shall be censured.

Law the Ninth: To practice magick without a license ordered by the Exorcist’s Order is a crime of the moderate degree. Unlawful practitioners shall be incarcerated for a decade, and their magick sealed for that time.

Law the Tenth: To practice Magick outside of a properly warded area is a crime of the lower order. Failure to ensure that a laboratory is properly warded will incur a fine and a review of the offender’s license.

Law the Eleventh: To perform magick outside of your place of employment without a license is a crime of the lower order. Those that practice outside of the authorized locations shall be subject to review, with the risk of their license being withdrawn.

Law the Twelfth: To enchant property without the consent of the owner is a crime of the lower order. Those that enchant the property of others will be required to remove the enchantment, and will incur a fine and be subject for review.

Law the Thirteenth: To practice Magick on the dead is a crime of the most extreme form. Those that manipulate the dead shall have their magick sealed, and have their personal effects stripped of them indefinitely. They shall also be sentenced to the Deepseekers for one thousand years, within which time they must make daily offerings to the Temple of the Witch Hunter, the founder of our Order, and to Our Lady Hrandeyl.
