The investigation of the strange Dwemer-but-not-Dwemer helmet revealed a projection of a Dark Elf man clad in some kind of metallic outfit and white robes, who spoke about some experiments of his, and invited the ones watching to the ruin beneath the city of Narsis for the next part of the experiment. It was also revelaed that the helmet - which seems more to be a head of some kind of automaton at this point - contained a key needed to be used in the aforementioned ruin.
After studying Magister Hand-Behind-Back's research about the mysterious metal man, I noticed that the head was similar to the one in the Magister's sketch. The research notes also mentioned the Dunmeri god Sotha Sil and a sect of his followers. Given that the head mentioned a certain "Seht", which according to sources is a moniker of Sotha Sil, I suspect the man from the projection might be a member of this sect as well - and that it all ties somehow to the mysterious Clockwork City.
More information is likely to be found in the ruin beneath Narsis. A visit to the village of Mossburrow could also yield some useful information, for according to Magister Hand's research, the villagers have met the mysterious metal man.
