After you agree to bring Folsi Othril's letter to her contact in Tel Huulen, you will find Master Sulis in discussion with Naryu Virian and Master Foves:

Master Foves: "Any delay is unacceptable! We hired the Morag Tong to deal with this problem."
Naryu Virian: "Bellow all you want. It won't change my process."
Master Foves: "Outrageous! How dare you—"
Master Sulis: "Master Foves. A word, if I may."
<Sulis and Foves will walk away to talk.>

If you talk to him before speaking to your contact:

"Though my colleagues would take great offense at your unbidden approach, I choose not to. That said, I must ask that you leave me be. Calming my tempestuous associate requires my full attention."

Once you have spoken with Naryu and agreed to keep assisting, Master Foves will finish his discussion with Sulis:

Master Foves: "No, Sulis, I'm out of patience. We need this finished. Now."
Master Sulis: "Master Foves, calm yourself. This solves nothing."
Master Foves: "Come Guitot. Leave the hireling to her work."
Alam Guitot: "Yes, Master Foves."
<Master Foves and Alam Guitot walk away from Master Sulis.>
Master Sulis: "Well. Unlike Foves, I am at your service should you need anything."

If you talk with him before leaving, Sulis will have overheard your agreement with Naryu:

"I couldn't help overhear. I think it's excellent that Naryu selected you to assist her in this matter. More hands means we can get back to the usual business of the assembly that much faster.
And by usual business, I mean I can return to my tower."

Once you have investigated the Servant's Quarters and the Dres Encampment, Naryu will ask you to head back to Tel Huulen and update Master Sulis:

"Ah, you're assisting the Morag Tong agent, correct? As busy as I am, I can always spare a moment for the hired help."
Naryu asked me to give you an update on the investigation. We're close to identifying the spy.
"That is good to hear. Even though the assembly enacted the writ, I know that Naryu is under no obligation to keep us informed. I appreciate it.
I know better than to ask for specific details. The Morag Tong prefers to work unhindered. Anything else?"
Could you tell me who attends the Assembly of Masters meetings?
"The masters send representatives to the assembly. Our mouths. They have the authority to speak in our names. Some sessions require a master or two to attend, as well as any aides and servants.
Scribes take notes so every master can stay informed."
I heard you were working on a special project.
"You did, did you? Interesting. Yes, I'm working on something with Masters Foves and Thilse. We've been meeting frequently until fairly recently. Then Foves stopped attending. He's worried about the spy. His aide delivers him notes after each meeting."
Thank you for the explanation.

After you have given your report, Master Foves will approach and call you over. You can continue to ask Sulis some more questions before you continue:

"A very informative update. Thank you. Now, you should get back to it. We'll all feel safer and more secure once this spy has been dealt with. Permanently."
Care to tell me anything else about your secret project?
"Not especially. I suggest we change topics."
Any guess as to the spy's identity?
"To a Telvanni master such as myself, everyone is a spy and a threat. It's something of our way of life. Hence the need for you and the Morag Tong assassin. A fresh set of eyes and a dagger to get the job done.
I suggest you get back to it."

Speaking with him again after talking to Foves:

"With all the chaos recently, at least the bickering and backstabbing among my peers remains predictable."

When you search the Kagouti Nests, you find Folsi Othril's body and two documents, the Dres Message and the Mud-Covered Letter. The former provides the true name of the spy, Alam Guitot, while the latter shows that Master Foves was complicit in this and came up with the idea to frame Master Sulis. Showing this to Naryu, she will just say her writ only covers the "Tredecim" and to meet with her at Tel Huulen.

When you enter Tel Huulen, Naryu will be talking to Master Sulis. Master Foves, Alam Gutiot, Servant Zemzo and Female Argonian with Servant in name will also be there:

Master Sulis: "Tell me, assassin. Have you dealt with our spy?"
Naryu Virian: "Not yet, but I'm about to."

Speaking with Master Sulis before Naryu:

"Naryu says she's ready to complete her writ of execution. I take great comfort that she revealed this to me before she finished her business. I mean, I know I am not the spy, but it is good to know that she knows that, too."

Talking with Naryu, she gives you the option of letter Master Sulis know what Master Foves has done. If you choose to do this, she will wait while you talk to Sulis. He will be unsurprisingly unruffled and sees it as an opportunity:

"Was there something else, outsider?"
Master Foves tried to frame you as the spy, but the true spy is Alam Guitot. Here's the proof.
"Hmm. Nice try, Foves, but not good enough. I appreciate the effort, but he loses again. Just as he always does.
Thank you for this. This evidence is all I need to bury him. Or worse, make him indebted to me."
So what are you going to do?
"What all good Telvanni masters do. Carefully consider my options and then take the course that gets me more of influence, prestige, and power.
Master Foves will need to be punished for dealing with House Dres, but beyond that? I need to think on it."

After speaking with Naryu to complete the quest, she will then fulfil her writ, while Master Sulis lets Foves know he is aware of what of his treachery:

Master Sulis: "Foves. I understand you have a spy in your employ."
Master Foves: "So now you know, Sulis. Well, good for you. That and a few coins will get you a ride on a silt strider."
Naryu Virian: "Then, this is over, Tredecim."
Master Sulis: "No use denying it. Assassin, complete your writ."
Alam Guitot: "No! Master Foves made me! I didn't have a choice! Please! I'm just a hireling! I did what I was told!"
Naryu Virian: "Time to end this, Tredecim."
<Alam tries to flee and Naryu kills him.>

In the case you don't tell Master Sulis about Foves' action, he will just stand by and watch as the execution of a spy is completed.

You can then speak with him afterwards, his dialogue depending on the quest:

"I can't thank you enough. Having something to hold over Foves's head presents unlimited opportunities. Now I just need to figure out how best to use them."
"Thank you for your work in closing this matter. I saw Naryu and you whispering in the corner. Are there things you're not telling us? Ah, well. I'm sure everything important will come to light in due time."

Conclave of Fate[edit]

Master Sulis can be encountered when you enter the Assembly Hall while trying to warn them about Master Shelreni Baro and her allies. If you speak with him before Magister Gothren, his greeting will depend on if you met Sulis previously:

"The Morag Tong's assistant? You certainly get around. While I appreciate what you did for the assembly … for me … this is a matter for the masters and magister. You really shouldn't be in here." "The Morag Tong's assistant? You certainly get around. While I appreciate what you did for the assembly, this is a matter for the masters and magister. You really shouldn't be in here."
"So, the mouthless finally appointed a mouth. And all it took was for him to shuffle off this mortal coil.
I guess you can teach a dead magister a new trick."

Speaking with Master Sulis after talking with Magister Gothren:

"I wouldn't suggest disobeying the order of Magister Gothren. I've seen him turn a retainer into a mudcrab for a lesser infraction."
