Zemzo can first be encountered in Tel Huulen where he will be observing the meeting between the Morag Tong agent Naryu Virian and Masters Foves and Sulis. If you speak to him prior to meeting with your contact:

"Zemzo does not believe it wise to anger a renowned assassin. Not even a Telvanni master should be so disrespectful."

Who are you?

"Zemzo is Master Thilse's servant. She requested this one to observe the meeting and report back. Though she is quite concerned about the situation, her many responsibilities demand she focus her attention elsewhere."

She trusts a servant for this task?

"Why would she not? Zemzo is an excellent servant! This one takes great pride that Master Thilse trusts him with such important tasks.
One day Zemzo will be promoted to hireling! Then he will work his way up and become Master Thilse's mouth, yes?"

You can speak with him again after you agree to continue assisting Naryu with her task:

"Zemzo feels grateful to have a position among the Telvanni. Father once said that this one would die poor on the side of the road. But now look at Zemzo! Soon to be a hireling … and then a mouth!"

After investigating the servant's quarters, the Dres Encampment to the south and the Kagouti nests to the north, you will learn who the spy is. When you return to Tel Huulen to see Naryu complete her Writ of Execution, Zemzo will be there to observe.

Speaking with him before Naryu:

"The Morag Tong agent has returned and the tower is in an uproar. Zemzo does not like all this drama.
Still, this one will stand his ground and report everything back to Master Thilse as accurately as possible."

Once he witnesses the execution of Alam Guitot he will flee to the corner of the room:

"What is Ald Isra coming to? Murder right at the entrance to the Assembly of Masters? I'm sure Master Thilse will be shocked when she receives this report."
