It is with great delight that I can announce we have completed our survey of the underground cities of the Yneslea Territory and I would like to personally thank His Imperial Highness for His patience during these trying times. As I have mentioned in previous reports, our efforts have been thwarted time and again not only by the reluctant nature of the local population to assist in our endeavours, but also due to the extreme complexity of the cavern systems honeycombing the land beneath the Yneslean archipelago. Indeed, it would appear that the depth and breadth of these tunnels are far more extensive than previous estimates had assumed. Perhaps most frustratingly, even the tasks that seemed the simplest proved to be the most aggravating; Namely, the survey and mapping of the underground cities of the Echmer.

The most populous of these underground boroughs are connected by the engineering marvels that are the Dwemeri Highways. These perfectly straight and smooth passageways provide unparalleled ease of travel and communication between those Echmer cities built over the ruins of the previous Dwemer civilization. They are unweathered by the passage of time, and wide enough to allow two laden carriages to pass each other comfortably. While the Echmer have tried their hand at creating their own versions of these underground roads, these newer constructions tend to be much smaller in cross-section with a floor that is rocky at best.

I mention these highways specifically, Your Majesty, due to the inexplicable incompetence that the surveying team has demonstrated in attempting to map these ancient highways. Despite being provided the most modern of tools and skilled craftsmen, they consistently underestimate the length of these highways, sometimes providing a number that is barely half the distance of the same approximate path measured during our land surveys! Of course, the parties providing such wildly inaccurate reports have been adequately disciplined and in some cases returned to the mainland for gross negligence and possible drunkenness. For the sake of providing a report without further delay, the more recent reports that I have included in this package have taken to using the overland measurements for these underground routes since they, being unerringly straight, must logically follow the same path and cover the same distance.
